How to Pay FBISE HSSC 2nd Annual 2026 Fee?

Introduction

The Federal Board of Intermediate and Secondary Education (FBISE), Islamabad, has issued two parallel Fee Notifications for the HSSC 2nd Annual Examination 2026 one for candidates studying within Pakistan (Notification No. F-1/FBISE/HSSC-TA/2nd AE-26/2293) and one for candidates and institutions

abroad (Notification No. F-1/FBISE/HSSC-TA/2nd AE-26/2294), both dated 9th September 2026.

The exam schedule, eligibility rules, and new exam pattern are identical for both groups only the fee currency, amounts, and payment methods differ. Here’s everything you need to know in one place.

When Will the Exam Be Held?

Both notifications confirm the same start date: the HSSC 2nd Annual Examination 2026 will commence from 28th October 2026, whether you’re appearing from within Pakistan or from an FBISE-affiliated institution abroad.

Admission Form Submission Schedule (Same for Both)

FBISE has set an identical three-tier submission schedule for Pakistan and abroad candidates alike apply earlier to avoid paying more:

Missing the 21st September deadline doesn’t shut the door it just costs more. Submitting within the Normal Fee window is the smart move for every candidate, local or overseas.

Admission Fee Rates: Pakistan vs Abroad

This is where the two notifications diverge. Candidates studying in Pakistan pay in Pakistani Rupees; candidates and institutions abroad pay in US Dollars.

Pakistan candidates:

*In both cases, the higher “Non-Registered/IBCC” fee already includes a one-time registration fee (Rs. 1,700 in Pakistan, US$100 abroad) this registration charge is paid only once and won’t recur in future examinations.

In both notifications, FBISE is explicit: no admission form will be processed unless the full applicable fee is paid according to the current schedule. If payment falls short or arrives late, a fresh challan for the difference must be paid at whatever fee slab is active at that time.

Who Is Eligible? (Identical for Pakistan & Abroad)

Both notifications list the same nine eligibility categories:

1. Registered HSSC-I & II candidates (Regular/Ex/Private) whose admission forms were cancelled or not submitted for the 1st Annual Examination 2026 or any earlier exam.
2. Registered candidates who submitted forms but remained absent in the 1st Annual Examination 2026 or earlier exams.
3. Candidates wanting to improve their grade/marks by re-appearing in any subjects of Part-I, Part-II, or both provided they remain otherwise eligible. If a subject has a practical component, appearing in the theory paper means appearing in the practical too; a candidate can’t split the two.
4. Candidates appearing in an Additional Subject per an IBCC advice letter.
5. Candidates who passed HSSC-I and want to improve their marks/grade.
6. Candidates with an incomplete (draft) admission form — note this makes you ineligible, not eligible; such forms will not be accepted.
7. Candidates with a compartment in the HSSC-I 1st Annual Examination 2026.
8. Candidates appearing in any failure or improvement paper of Part-I or Part-II must pay the full fee of that respective part.
9. Fresh candidates are eligible to appear.

New Examination Pattern: 50% MCQs + 50% Descriptive

Both notifications confirm the same academic update: from the 2nd Annual Examination 2026, a restructured pattern of 50% MCQs and 50% Descriptive Questions applies to five core HSSC-I subjects Mathematics, Biology, Chemistry, Physics, and Computer Science under the Inclusive Scheme of Studies 2024. This applies to fresh students appearing in these subjects for the first time, or those who cancelled their HSSC-I result and are re-appearing fresh. Re-appearing candidates (improvement/failure cases) in these five subjects will continue with the existing pattern.

How Payment Differs: Pakistan vs Abroad

Within Pakistan, fees are remitted through any nearby Habib Bank Limited (HBL) branch or via the EasyPaisa/JAZZ app, using the system-generated bank challan, before the applicable deadline.

For abroad candidates and institutions, FBISE offers several remittance options:

• Credit Card (Master or Visa) via the FBISE website — the preferred option for quick fee verification.
• SWIFT MT-103 transfer (via commercial banking channel) into FBISE’s Pak Rupee or US Dollar account at Habib Bank Limited, FBISE Branch, H-8/4, Islamabad. The SWIFT payment receipt must be uploaded with the online admission form.
• Bank Draft payable at Islamabad, in favour of the Secretary, FBISE.
• Institutions/candidates in Saudi Arabia may remit through Arab National Bank, Al-Bilad Bank, National Commercial Bank, Al-Jazair Bank, Al-Jadeed Bank, Al-Moodi Exchange Co., Al-Ansari Co., or Al-Fardan Exchange Co.
• Institutions/candidates in the UAE may remit through UAE Exchange Co., Hello Paisa, or the HBL UAE branch.

The original bank draft/fee receipt must reach the Controller of Examinations within due dates, with the nature of the fee and candidate/institution details clearly noted on the back of the receipt.

Submission Mode & Documentation (Common Points)

For both Pakistan and abroad candidates:

• Regular candidates: Institutions must re-verify registered data on the FBISE website and resubmit after fee payment no hard copy needs to be posted.
• Ex/Registered Private/Improvement candidates: Submit online only; no physical form needs to be mailed.
• Non-registered candidates from other boards/IBCC are the exception in both cases they must send a hard copy of the admission form with a paid bank challan and required documents by post or hand.
• Required uploads include: original FBISE permission letter (if Pakistan Culture was taken), original IBCC equivalence certificate (for foreign qualifications like O-Levels), and original NOC/Migration Certificate plus result card (for SSC from another board).
• All candidates must download and print their own Roll Number Slip from www.fbise.edu.pk — FBISE does not dispatch these by post.
• Withdrawing an admission form requires a written request at least 10 days before the exam, along with a fee of Rs. 2,000 (Pakistan) or US$50 (abroad) per form.
